Explanation

This saying was not famous about Bahadur Shah Zafar, but about the Mughal ruler Shah Alam II. In Persian, the proverb was: “Saltanat-e-Shah Alam, az Dilli ta Palam.” That is, in Shah Alam’s time, the Mughal empire shrank and remained confined from Delhi’s Red Fort to Palam village. The Bihar Public Service Commission cancelled this question.

Cancelled by BPSC. The saying belongs to Shah Alam II, not Bahadur Shah Zafar.
