The Butler Committee was constituted in 1927; it is also called the Indian States Committee. Its objective was to examine the relations between the Government of India and the Indian princely states, and to make recommendations to improve the economic and financial relations between British India and the princely states. The Indian rulers appointed a well-known lawyer, Leslie Scott, to present their viewpoint before the Committee. Scott argued that each princely state was originally independent, and therefore it remained independent except to the extent to which it had surrendered its sovereignty to the British Crown; that is, special rights/ privileges lay with the princely states.
