In view of the growing opposition to the Rowlatt Act, the government imposed a ban on Gandhiji and some other leaders from entering Punjab. This increased public anger there. The anger grew further when two popular leaders of Punjab—Dr. Satyapal and Dr. Kitchlew—were arrested. To protest this arrest and the Rowlatt Act, people organised a huge meeting at Jallianwala Bagh in Amritsar. In the same garden, on 13 April, 1919, Brigadier General Dyer carried out a brutal massacre during a peaceful public meeting.
