The Gram Sabha (Article 243A) has many tasks besides carrying out development programmes. It approves plans, chooses beneficiaries of schemes, holds social audits and checks the Panchayat's accounts and work. So development is not its only task.

Several state Panchayat laws let the Gram Sabha or the Panchayat form committees, such as committees for construction, development or planning. For example, the Bihar Panchayat Raj Act, 2006 provides for standing committees. So (R) is true, but it does not explain (A).
