The tenure of Viceroy Lord Mayo (1869–72) is known for educational, economic and administrative reforms. Mayo issued a resolution on 14 December 1870. This resolution, for the first time, spoke of decentralizing the colonial economic structure and took the first step towards the division of central and provincial finances. It also granted some autonomy to provincial governments by allocating them a portion of central revenue for services like jails, education and medical facilities, and allowing them to administer as they wished.
