Explanation

In 1771, the Court of Directors decided to end the Dual Government system. This decision was implemented in 1772 by Warren Hastings. The Calcutta Council and its President were instructed to act as the Diwan themselves and take over the administration of Bengal, Bihar and Orissa. Warren Hastings removed the two Deputy Diwans, Muhammad Raza Khan and Raja Shitab Rai, from their posts. Under the Dual Government system, which is considered to have begun in Bengal from 1765, the Company retained the Diwani rights and carried out the Nizamat functions through the Nawab; however, the real power remained with the Company. Clive believed that all power lay with the Company and that the Nawab had only a shadow of authority. He wrote to the Select Committee: “This name, this shadow is necessary, and we should accept it.”
