Explanation

Under Article 356, President’s Rule in a State is generally imposed by the President on the report of the Governor. According to this Article, if, on receipt of a report from the Governor of a State or otherwise, the President is satisfied that such a situation has arisen in which the government of the State cannot be carried on in accordance with the provisions of the Constitution, the President may, by proclamation, assume to himself all or any of the functions or powers of the State Government.
