Explanation

Since the President appoints the leader of the majority party in the Lok Sabha as the Prime Minister, the Prime Minister is considered the Leader of the Lok Sabha. The leader of any House must be a member of that House. If the Prime Minister is not a member of the Lok Sabha, then the Leader of the House in the Lok Sabha is made a senior minister who is a member of the Lok Sabha.
