Explanation

Under Article 77(3), the President makes rules for the more convenient transaction of the business of the Government of India and for the allocation of that business among ministers. Accordingly, the Government of India (Allocation of Business) Rules, 1961 were made, which list the ministries/ departments and their subjects.
