Explanation

According to the second Treaty of Allahabad (August 1765), the then-fugitive Emperor Shah Alam II was taken under British protection and kept at Allahabad. By his farman (royal order) dated 12 August 1765, Shah Alam II granted the Company the Diwani (right to collect revenue) of Bengal, Bihar, and Orissa (present-day Odisha) permanently. In return, the Company would pay the Emperor 26 lakh rupees and would provide 53 lakh rupees for the expenses of the Nizamat. At this time, the Company neither wanted to take direct responsibility for revenue collection nor did it have such capacity. For the Diwani work, the Company appointed two Deputy Diwans—Muhammad Raza Khan for Murshidabad (Bengal) and Raja Shitab Rai for Bihar. Muhammad Raza Khan also worked as the Deputy Nazim. Thus, the entire Diwani and Nizamat administration continued to be run by Indians, although the responsibility rested with the Company.
