On the basis of the Government of India Act, 1935, provincial legislature elections were held in February, 1937. In July 1937, the Congress formed ministries in six provinces—Madras, Bombay, Central Provinces and Berar, Odisha, Bihar and the United Provinces. Later, Congress also formed ministries with allied parties in the North-West Frontier Province and Assam. In the 1936–37 elections, the release of political prisoners was one of the major issues for Congress. Congress governments in various provinces tried to release political prisoners, but the Governors opposed these efforts. As a result, the elected Congress governments of the United Provinces and Bihar resigned on 15 February, 1938.
