In the Montagu–Chelmsford Reforms of 1919, there was a provision to set up a Statutory Commission for review after 10 years. The Commission had to examine how far this Act had been successful in practice and how much progress had been made towards responsible government. However, the Conservative government in Britain appointed the Simon Commission (Indian Statutory Commission) two years earlier itself, in November 1927.
