Correct answer: (c) Article 348

Explanation

Article 348(1)(a) says that, until Parliament provides otherwise, all proceedings in the Supreme Court and in every High Court shall be in English. Article 348(1)(b) requires the authoritative texts of bills, Acts, ordinances and rules to be in English.

Under Article 348(2), a Governor may, with the President's consent, allow Hindi or the state's official language in the High Court's proceedings (but not its judgments).

Article 345 lets a state adopt its official language(s), and Article 350 lets anyone submit a representation for redress of a grievance in any language used in the Union or the state.
