Explanation

The British rulers believed that the Congress, under the leadership of the moderates, was quite weak and had no deep roots among the masses; therefore, it could be finished. Lord Curzon was the main spokesman of this policy. In a letter written by Curzon to the Secretary of State for India on 18 November 1900, he said: “In my belief, congress... peaceful demise.” In 1903, he wrote to the Governor of Madras: “Ever since I came to India, my policy has been to make the Congress impotent by every means.” In 1904, Curzon refused to meet a deputation led by the Congress President.
