Show answer and explanation
BPSC treated this question as having no correct option (cancelled).
Explanation
Under the first proviso to Article 200 of the Constitution, after a Bill is presented to the Governor for assent, the Governor may, as soon as possible, return an ordinary Bill (except a Money Bill) to the concerned State Legislature for reconsideration. Article 200 does not prescribe any fixed time limit for returning such a Bill. Recently, the Supreme Court, in the Tamil Nadu Government vs. Governor of Tamil Nadu case, clarified that under Article 200, Governors should decide on State Bills in a time-bound manner on the aid and advice of the Council of Ministers, and not by exercising independent discretion.
