Explanation

Under Article 80, the President may nominate 12 persons to the Rajya Sabha who have special knowledge or practical experience in literature, science, art, and social service. The original Article 331 provided that if the President was of the opinion that the Anglo-Indian community was not adequately represented in the Lok Sabha, he could nominate not more than two members of that community to the Lok Sabha. Thus, in the context of the question as asked at that time, the intended answer was option (b). However, after the Constitution (One Hundred and Fourth Amendment) Act, 2019 came into force (25 January 2020), the provision under Article 331 ceased to have effect, and now the President can nominate only 12 members to the Rajya Sabha.
