Under Article 19, the freedoms granted (speech, expression, forming associations, free movement, etc.) may be subjected by the State, through law, to reasonable restrictions. From Article 19(2) to Article 19(6), it is provided that such limitations can be imposed only for certain specified purposes—such as the sovereignty and integrity of India, security of the State, friendly relations with foreign States, public order, decency or morality, protection of the interests of the general public, protection of the interests of Scheduled Tribes, and professional/technical schemes, etc.—or in relation to contempt of court, defamation, or incitement to an offence. Therefore, only statements 1 and 2 conform to the constitutional and judicial tests of reasonable restriction, while statements 3 and 4 are both incorrect.
